3 Day Guarantee: What It Means for Child Care Subsidy

The 3 Day Guarantee started on 5 January 2026 and changed how many subsidised childcare hours many Australian families can access.

For parents, that sounds promising. It also raises practical questions.

Does it mean three days of childcare are free? Does every child automatically get a place? Do families still need to apply for Child Care Subsidy? And what happens if you already use care?

Here’s the simple version.

From 5 January 2026, the 3 Day Guarantee gives Child Care Subsidy eligible families access to at least 72 hours of subsidised care per fortnight. That is equal to three days per week. It replaced the previous activity test, which linked subsidised hours to a family’s work, study, volunteering or other recognised activity.

It’s a meaningful change for many families.

But it’s not the same as a guaranteed childcare place, and it doesn’t remove all out-of-pocket costs.

For the official government guidance, you can read the Australian Government Department of Education’s page on the 3 Day Guarantee.

What is the 3 Day Guarantee?

The 3 Day Guarantee means Child Care Subsidy eligible families can access at least 72 hours of subsidised childcare per fortnight, regardless of their activity level.

Before this change, many families had their subsidised hours worked out through the activity test. That meant the number of subsidised hours could depend on how many hours a parent worked, studied, volunteered, looked for work or completed another approved activity.

Under the new approach, eligible families have a clearer starting point: at least three days of subsidised care per week.

For families using long day care, this may make planning care days easier.

Does the 3 Day Guarantee mean childcare is free?

No. The 3 Day Guarantee does not mean childcare is free.

It means eligible families can access subsidised care hours through Child Care Subsidy. Families may still need to pay a gap fee, depending on their income, the service’s fees, the type of care used and the government hourly rate cap.

You can use the Starfish ELC Child Care Subsidy calculator as a helpful starting point when planning care costs. For personal subsidy details, families should always check directly with Services Australia.

This is where the wording can become confusing.

Some families still search for terms like childcare rebate, daycare rebate or CCS rebate. These terms are often used to talk about government help with childcare costs. The current official term is Child Care Subsidy, often shortened to CCS.

So, when people talk about a childcare rebate today, they’re usually talking about CCS.

Who can get the 3 Day Guarantee?

The 3 Day Guarantee applies to families who are eligible for Child Care Subsidy.

To receive CCS, families still need to meet the usual eligibility rules. These include using an approved child care service, being responsible for paying child care fees, and meeting residence and immunisation requirements.

Families who already receive Child Care Subsidy generally do not need to do anything extra to receive the minimum 72 hours of subsidised care per fortnight.

Families who have never claimed CCS, or were not eligible before, need to make a CCS claim before the 3 Day Guarantee can apply.

How many subsidised hours can families get?

Many eligible families can now access at least 72 hours of subsidised care per fortnight.

Some families may be eligible for up to 100 hours of subsidised care per fortnight. This can apply in certain circumstances, such as when families have more than 48 hours of recognised participation per fortnight, care for an Aboriginal and/or Torres Strait Islander child, have an approved exemption, or receive certain Additional Child Care Subsidy payments.

Every family’s situation is different.

That’s why it’s worth checking your details through Services Australia before making decisions about care days, fees or enrolment.

Does the 3 Day Guarantee mean I’m guaranteed a childcare place?

No. This is an important distinction.

The 3 Day Guarantee relates to subsidised hours under Child Care Subsidy. It does not guarantee a place at a childcare centre.

Families still need to find a service with availability, choose preferred days, complete enrolment steps and confirm any gap fees.

At Starfish ELC, we encourage families to book a tour early, especially if you’re planning care around work, study, a new baby, a return-to-work date or kindergarten enrolment.

A tour gives you a clearer picture of the rooms, routines, educators, outdoor spaces and available days at your preferred centre.

Why this change matters for children

The 3 Day Guarantee is not only about fees.

For many children, regular early learning can support confidence, friendships, language, routines and a sense of belonging. Three days a week can give children time to settle into relationships and become familiar with the rhythm of the centre.

That rhythm matters.

A child may spend one morning watching other children paint, build or dig. Another day, they join in. By the third day, they may start looking for the same educator, the same friend, the same garden bed, the same story corner.

Learning grows through repetition, trust and time.

How the 3 Day Guarantee may help families plan care

For families, the change may make childcare planning feel less uncertain.

You may be thinking about:

The 3 Day Guarantee may give eligible families more room to plan.

Still, the best care pattern depends on your child, your family rhythm and centre availability. Some children settle best with consecutive days. Others do well with spaced days across the week.

There is no single right pattern for every child.

What should families check before choosing care days?

Before choosing care days, it helps to check three things.

First, confirm your Child Care Subsidy eligibility and estimated subsidy through Services Australia. You can also use the Starfish ELC Child Care Subsidy calculator to help understand what subsidised care may mean for your family.

Second, ask your preferred childcare centre about available days, room placement, orientation and enrolment steps.

Third, think about your child’s routine. Babies, toddlers and preschoolers all settle differently. A gentle start, clear communication and familiar educators can make the transition feel calmer.

At Starfish ELC, families are offered orientation support before their child starts. This gives children time to meet educators, explore the room and begin building trust before their first full day.

How Starfish ELC supports families starting care

Starting childcare is a big step. We don’t rush it.

Across Starfish ELC, our educators work with families to understand each child’s routines, interests and needs. This is especially important for babies and toddlers, where sleep, feeding, comfort and familiar rhythms shape the day.

For kindergarten children, consistency also matters. Regular days can help children build friendships, practise independence, join longer projects and feel part of the group.

Our approach is play-based, relationship-led and grounded in the belief that children are capable, curious and active learners.

The 3 Day Guarantee may help more families access regular early learning. What matters next is choosing a centre where your child feels known.
